Established in Beijing 1983, China International Economic Cooperation Society (CIECOS) is a national level social intermediary organization with the exclusive legal qualification, registered in the Ministry of National Civil Affairs and directly led by the Ministry of Commerce of the People’s Republic of China (MOFCOM－formerly MOFTEC) after China opening to the outside world.
Composed of the personnel from government at all levels, enterprises and universities, CIECOS is an authoritative academic organization specialized in research and exchange of international economic cooperation theory and policy, and engaged in strategy planning and making for foreign economic cooperation. It is also a non-profit-making organization nationwide involved in provision of research accomplishments, information, consulting service as well as personnel-training for relevant international economic cooperation theories and policies to all the enterprises, research institutions, universities and government departments engaged in international economic cooperation. CIECOS acts as a bridge or tie in linking government departments with research institutions and enterprises as well as the related organizations at home and abroad.
Under the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, “The Three Represents” and “The Scientific Development View” CIECOS aims at further researching and exploring the theories and practices for development and reform of China’s international economic cooperation under the situation of constant development and maturity of Chinese socialist market economy in the new period and globalization of the world economy by means of uniting and organizing the experts and scholars engaged in international economic cooperation research and the entrepreneurs and professionals engaged in international economic cooperation business, effectively serving government authorities for their decision-making and enterprises engaged in international economic cooperation for their development strategy-planning, management and administration as well and pushing forward implementation of combining the “inviting-in and going-out strategy” and realization of the “frog-leaping” mode development for Chinese enterprises, especially for the member units. CIECOS is playing a greater role in China’s opening oriented economy and it is endeavoring to promote constant, healthy and fast development for China’s foreign economic cooperation, to speed up socialist modernization drive so as to reach the magnificent goal put forward by the 16th Chinese Communist Party Conference.
CIECOS is consisted of the key leaders, senior experts and scholars as well as the entrepreneurs with great academic attainments and rich practical experiences in the field of international economic cooperation, from whom the standing directors, directors, advisers and members of the council are selected. At present, there are 800 member units and over 1000 individual members in CIECOS. The directors and members of the council include the professors and PhD tutors from the prominent national-level academic institutions and universities such as the Development Research Center of the State Council, the University of the Chinese Communist Party Central Committee, the Chinese Academy of Social Science, Qinghua University, Beijing University, the People’s University, the University of International Business and Economics, Tianjin University, Zhejiang University, and the experts and professors from local universities as well as the senior managing and engineering personnel engaged in foreign economic cooperation from the state-owned enterprises, private enterprises and share-holding enterprises. All of them have kept close ties and comprehensive exchanges with CIECOS and showed great enthusiasm and efforts to the cause of CIECOS. CIECOS enjoys a clear superiority of talent galaxy, intelligence concentration and wide connection.
Since its establishment in 1983, CIECOS, under the direct leadership of the Ministry of Commerce and with the support from all walks of life, has undertaken a great deal of business activities, which resulted in remarkable accomplishments. For more than 20 years, under the successive directives of the spirits of the Chinese Communist Party Conferences and based on Comrade Deng Xiaoping’s theory of building socialism with the Chinese characteristics, CIECOS has carried out the important thought of the “Three Represents” and adhered to emancipating the mind, seeking the truth from facts as well as stepping forward with the times. In addition, CIECOS has implemented the principle of “let a hundred flowers blossom and a hundred schools of thought contend”, carried forward the academic spirit of combining theories with practices and adhered to the combination of practice of “inviting in” with that of “going-out" so as to speed up implementation of “going-out strategy”, fully raise the level of opening to the outside world and promote the participation of enterprises in international economic cooperation and competition in a larger scope, a wider range and a higher level. Furthermore, CIECOS has exerted a tremendous influence and played an active role in the field of China’s international economic cooperation, especially in the aspects of popularizing the theory and knowledge on international economic cooperation by means of providing the most updated research accomplishments, training the talented people of international economic cooperation and promoting Chinese enterprises to combine “inviting-in and going-out” to strengthen economic cooperation internationally,
During all these years, with the joint efforts from all the previous council boards and the massive members, CIECOS has conducted researches on the theory, policy, situation and development strategy on international economic cooperation, carried out academic and experiential exchange activities and frequently undertaken foreseen and effective business activities in accordance with the development of international economic situation and the central task of China’s foreign trade and economy. So far, CIECOS has sponsored over 60 times of activities such as seminars and symposiums on various topics, paper appraisal meetings, annual academic meetings and activities on paper soliciting for award. In regard to vital topics, CIECOS has conducted follow-up monographic studies in the way of combining theory with practice of foreign trade and economic cooperation. Based on the academic research accomplishments, CIECOS has organized relevant experts to expound their ideas by writing scholarly works, and created “the discipline theory of international economic cooperation”. Until now, CIECOS has compiled, edited and published the books and magazines such as 《 Teaching References on Principles of International Economic Cooperation》, 《 Introduction to International Economic Cooperation》, 《Theories and Practices of International Economic Cooperation》, 《Teaching Series of International Engineering Management (totally in 20 volumes)》, 《 International Economic Cooperation Entering into the 21st Century》, 《 Anthology of Papers Selected in Annual Meeting》 and over 30 other books of collected papers on some special topics. In speeding up the implementation of the "going-out strategy" set fourth by the Chinese Communist Party Central Committee and further developing China's foreign economic cooperation, CIECOS has conducted follow-up researches on the special topics regarding some important issues and has made a certain accomplishment by putting the stress on how to implement the “going-out strategy” in accordance with the spirit of the 16th Chinese Communist Party Conference and the central task of foreign trade and economy. On these bases, CIECOS timely edited and published such books as 《Research On Implementation Strategy Of China’s International Economic Cooperation》 and 《Research On Implementation Strategy of Combining “Inviting-in and Going-out”》. At the same time, in order to enhance notability and the competitive ability of the member units, CIECOS has also published 《Directory of Members 》both in Chinese and English.
Apart from serving the government departments, CIECOS also actively serves its member units, enterprises, academic research institutions, universities etc in the aspects of assisting its member units to plan their management strategy, providing them with various information and consultancy, organizing them to conduct domestic market survey, to go abroad for investigation, and promoting them to strengthen economic cooperation and ties with foreign counterparts. Some of the investigation and survey reports are well received by the State Council and the Ministry of Commerce. In all these years, CIECOS has organized more than 30 training courses of various kinds such as “ Knowledge on WTO and Tax Reform”, “Preferential Loan Management for Chinese Persons”, “Preferential Loan Seminar for English-speaking African Countries”, “Preferential Loan Seminar for French-speaking African Countries”, “Preferential Loan Management for Developing Countries”, “ ‘Going-out’ Policies and Professional Work as well as the Related Business”, in which more than 1000 Chinese and foreign persons were trained. These training courses have played an active role in cultivating senior personnel with inter-disciplinary talent for international trade and economic cooperation and have been highly appraised by the related leaders in the Ministry of Commerce. In addition, CIECOS is deeply involved in intermediary businesses of providing information and consultancy. It also offers a platform for its member units and different circles for exchange and cooperation at home and abroad. CIECOS has published periodicals, non-periodicals, materials and selected papers, and timely disseminated the theories and policies on international economic cooperation as well as updated information and recent development concerning foreign economic cooperation, so as to provide the practical information, updated research accomplishments and reliable and valuable experiences to the member units and enterprises for broadening their vision, making development strategy, improving management and administration and exploring international market. All these activities have proved its contribution to the promotion of China's international economic cooperation cause and are welcomed and appraised by the relevant departments. At present, the influence and role for CIECOS are growing with each passing day in the field of China's international economic cooperation.
CIECOS practicised its member system by recruiting organization members and individual members concurrently. All academic organizations, research institutions, universities and colleges, and any kinds of enterprises as well as individuals who are ready to accept the constitution of CIECOS and pay the membership fees timely are qualified to apply for membership. Upon acquiring the membership, the members will enjoy all kinds of services provided by CIECOS. The following efficient services will be provided by CIECOS to all the old and new members:
—— To send regularly free of charge the journal “ International Economic Cooperation Research”(monthly) published by CIECOS and the magazine “ International Economic Cooperation” jointly organized by CIECOS and the Chinese Academy of International Trade and Economic Cooperation(CAITEC).
—— To send irregularly excellent papers, selected papers, research accomplishment reports on certain topics, which are appraised in the annual academic meetings of CIECOS reflecting the development, information, theory and academic accomplishments on international economic cooperation.
—— To organize seminars, symposiums, appraisal meetings and training courses on different topics, irregularly organize annual academic conferences and take the key questions as the central topics to conduct researches and probes, and to organize training courses. All these activities are open to the members of CIECOS.
—— To give the member units priorities in getting domestic and foreign market surveys and the reports as well as updated academic research accomplishments, to give them priorities in getting opportunities and counterparts related to foreign trade and economic cooperation, and to provide them with various information, consultancy and other services regarding international economic cooperation by taking the superiority of CIECOS’s talent galaxy, intelligence concentration and wide connection, and to popularise the knowledge on international economic cooperation to all the members and the massive enterprises and to raise their level on foreign economic cooperation.
—— The member units enjoy priorities in participating in seminars, symposiums, overseas investigations and trainings jointly organized by CIECOS and foreign organizations or enterprises, and also enjoy the precedence to attend related international meetings and participate in other related meetings or activities.
—— To give the member units priority in receiving the informations about the environment and preferential policies of trade and investment in certain countries and areas.
—— To assist enterprises, especially the member units to establish channels linking to government departments, to represent enterprises and member units in reflecting their concerning problems to relevant departments, and to assist them in solutions of those problems.
—— To propagate and introduce the enterprise images and management strengths of the member units at home and abroad, and to raise their notabilities and international competitiveness by means of the periodicals published by CIECOS and the activities organized by CIECOS. Upon authorized by CIECOS, the members are allowed to print the words of “the Member of China International Economic Cooperation Society” on their business publicity materials and name cards, and to deal with various matters or conduct business favorable to China’s foreign economic cooperation under the authorization of CIECOS.
Departments CIECOS are the following: Committee for Academy; the Secretariat, the Academic Research Department, the Information and Consultancy Department, the Membership Department, the Economic Cooperation Department, the Training Department, the Foreign Liaison Department, the Project Centre, the public Relation commanitte，the International Economical & Commercial Exchange Centre and the Xian Office as well as Shanghai Preparatory Liaison Office.
The leaders on the posts of CIECOS have long and rich experiences on theory research and practical work of international economic cooperation.
